How does one of the sisters know when the other one wants to communicate? I'm guessing it would be difficult to have pre-arranged call hours since time doesn't flow at the same rate between the worlds. Does the called sister's mirror vibrate or something? Or do they each just check every so often just in case?

You're pretty close with the vibrate thing, actually.
This is one of those details that seemed a bit too granular to merit an in-comic explanation, but here's how I envision it working.
Sharon is the one who initiates all the mirror calls. This is her power in action. Gail, however, is pretty good at sensing when Sharon is reaching out, just because they have that kind of bond. Gail picked up a compact mirror somewhere along the way so she could respond whenever Sharon reached out. The mirror doesn't literally vibrate, but Gail can feel when Sharon is trying to connect. Once Gail responds, then the connection goes live.
